Problem getting car started

I need help. This is a problem I've been having for some time now. It's taking me 3 attempts at starting my car to get it running. The first time it doesn't even try to kick over, just cranks. Second time it seems to want to but it doesn't kinda like it coughs LOL. Third time starts right up. Now when it does start it idles real low and my wideband reads between 16.5 and 18. If I rev the motor for like 20 secs it picks up and idles like it suppose to (1k) and a/f's return to 14.0-14.5. If anyone has suggestions on what to check/or something I've missed I would greatly appreciate it. I'll try to get a log of the car trying to start tomorrow.

what I've done so far:
*New o2 sensor
*I just changed the coolant temp sensor (old one was reading funny).
*I did the ISC check from vfaq ohmed out good but couldn't get it to move with a 6 volt battery. I checked what my car is supplying to the ISC and it's about 12volts (11.4). IT does move while connected to car.
*New plugs and wires
*new fuel filter
*checked ignition timing
*All grounds are new and extremely tight
*All Positive cables are new and extremely tight
*boost leak test done and holds 40 psi (running car at 30)

Have not done:
*Verified Cam timing
*Fixed the adjustable cam gear on intake side (it's a little advanced if my memory serves me correct)
 
Which coolant temp sensor did you change? I know that if the coolant temp sensor for the ecu is bad, it will effect start ups. As for fixing the fpr, there's little you can do if it's bad other than replacing it but I noticed you have an aftermarket one... Does the pressure drop right away after you turn off the car? (I'm assuming you have a fp gauge). I would check for any leaks outside the lines
 
Also what FPR are you running? That would be my first guess. However try cycling the key a few times to see if it starts on the first try. Just turn the key to run let the fuel pump run then turn the key off. That should build the pressure back up in the lines and the car should start on first try. Doing this will confirm that is the fpr. Then you can decide where to go from there good luck.
 
Aeromotive A1000-6. well my fuel pump is wired to start as soon as the key is in the ON position. Tomorrow when i get home i'll let it stay in the on position for a min or so and then try to start it.
 
I changed the temp sensor for the ecu. Yes the fpr gauge (and on on the filter) completely drop after cutting car off. BUT if i go to start the car it starts right back up.

Letting the car sit with the pump on made no difference. The FPR gauge read 38 psi as soon as the pump turns on (so did the other one thats on the fuel filter). Should i pop the end of the fuel rail going to the regulator off and cycle the key real fast to see if anything comes out?
