power steering problem. very strange

ok so my power steering pump whines very loud like its out of fluid. It also chirps like crickets. When i poored a little fluid on the pulley ( to lubricate it) the chirping would temporarily stop. Then it comes back as the fluid goes away. While it was running i put fluid in the pump resevoir and the whinning would stop but once i revved up it pushed all of the fluid out of the resevoir. You can actually see it all flowing out. This happens with the cap on or off. The power steering still works but its very annoying. So what would make it do this? Should i get a new pump or is it something simple. Can the cap on a power steering pump resevoir go bad like a radiator cap? sorry for the long post
 
Fill the reservoir up with the car off. Then start it and turn the wheel as far as possible in one direction with someone keeping it full during this. then turn the wheel the opposite direction while still keeping it full. It make take a couple tries to completely fill it. Usually when air is in the power steering system it will push out all the fluid.
