Power Steering Bracket?

I know this is kind of a noob question, but is the circled thing with 2 studs in it the bracket for the power steering pump? It looks to be in about the correct position for the power steering pump. It is connected to the block, by 3 bolts or so. And is this bracket able to be removed? Thanks for any responses in advance.

I realize this, I was just wondering if the metal piece with the studs is able to be removed from the block. I have seen other six bolts that look like they do not have this piece connected, but I do not think i can remove this piece. Is it truly a removable piece?
 
LOL! Thanks for input guys, and I regret to inform you that I am just a little slow. I had to go outside and take a look at it for a 5th time. Anyways yes I had to unload this engine, and I didn't have my engine stand set up yet. I do not know if I am going to swap this into a 2G yet, because my 7 bolt is still holding up pretty well.
 
I have seen that piece cut off on 1g race cars, but that's it. I highly recommend keeping it there unless putting the motor in a 2g, like 97 4G63 suggested.
