Power steering bracket question (with picture)

So Im looking at my fresh engine build and...I forgot to install power steering bracket. Is there ANY way to install this with out removing the water pipe? :pray:

If memory serves, it can be squeezed in there. It might be an issue getting all the bolts in, but I believe there's four, so in an emergency three will do.
 
I just dd the same thing a couple days ago when putting my head back on. I was not able to get it in there without removing the water pipe, and this was with a completely bare block and head (no turbo, exhaust mani, etc). IIRC, there's only three bolts - two up top and one for the dipstick. Why don't you want to remove the water pipe?
