Please help!!! Brand new turbo doesn't spin!!!

Ok, so I've already done my searching on the forums and couldn't find anything so here is my thread. I just recently purchased a "Brand New" HRC Super 20g turbo from an individual. I just received it today by Fedex. Upon opening the box and inspecting the turbo, I notice that the fins do not rotate at all whatsoever. Is this normal for a new turbo?? The only thing I know about this turbo is that 1. It is supposed to be new, never installed, and 2. The turbo has been sitting in the seller's garage in the box for 3 years. He states he ordered this turbo directly from Hahn Racecraft and I have verified at least that the compressor and turbine housings are Mitsubishi, so it is not an Ebay knock-off. Please give any advice as to why the turbo won't spin!! I have also included some pictures of the turbo just for reference.

Doesn't spin at all? It looks brand new and genuine as well!
If its that bad, possibly the turbine seal rusted from sitting, if it was in a garage? a guess
 
first seperate the center section from the ex. housing and try to spin it by hand, if that doesnt help remove the comp. housing and try and spin it again. Give that a shot, maybe something up with either of them, but it most certainly should be easily spun by hand with both ex. and comp. housing on!
 
I'd cap off the oil return end of the thing then fill it with some ATF fluid in the oil lines and let it sit for 24hrs to let the ATF seep in to break loose the axle from the seal so it could spin. Then flush out the ATF with regular oil before installing.

See if that'll help
 
i see a problem with this or i dont know much, but why is the wastegate welded shut but still has internal wastegate actuator hooked up. oh by the way, ebay sells turbos that look just like this.

Thats one of his problems but those tack welds can be removed if you want to run the internal setup. What you can try to do if you insist on keeping the turbo, feed some oil into it and try and put a 12point socket on it and work it in to see if its a seized bearing to wake it up a bit and if that works then you'll be good for a little bit as well you might need a rebuilt . Personaly I would just send it back and get a refund.
 
then hahn turbos have that weld over the wastegate that is normal they are open inside and the exhaust flows through the "bigger" exhaust hole behind the turbine. if it will not spin by hand you can try soaking like said before but before you do this discuss with the seller what the probs are and if hes willing to work with you before attempting anything
 
Get your money back. Or if you really want to keep it try some Marvel Mystery Oil and let it soak and work it back and forth very easily, stuff does wonders, stay away from ATF.
