Honestly, its been my experience from the timing belt jobs I have seen, that its actually the pulleys that give out first (not the tensioner as many think). But I have also re-used pulleys with no ill effects.
You have to ask yourself this question, "Are you feeling lucky....punk?" (, sorry it just fit there). Seriously, you have to ask yourself if its worth saving the few extra bucks, with the chance that you might be doing the job again?
Honest question; give an honest answer and go with it.

With my experience in helping others rebuild their engines is that people don't take into account all the little things that are needed in a proper rebuild and then are limited due to time/money constraints and then they cut corners. IMO if you are going to rebuild your engine replace anything that could fail your rebuilt engine early. 70% new still = 30% old.
