Brand new long block.I timed it out side of the car and spun it by hand, fine.Put it in the car try to start it.When I tried start it, it made a "rrr....rrrr....rrr...rrrr" noise like it was tryin to start but couldnt.So I figured it was the starter since it was old.Grabbed a new one of those and decided to check the timing.I took out the spark plugs and tried to line up tdc.I got one revolution on the crank down and on its second trip, I got resistence.It wont budge.Is it possible the timing maybe went off after the tensioner sat and I bent valves?I really hope not.I cant do a compression test with it like this so Im about to yank the head.
it sounds like you might have the CAS dialed in 180* out. If its a 7bolt and the timing is lined up it should fire. If you havent gotten it to turn over yet make sure a cam follower didnt fall off a lifter and lodge against the cam. This can fubar stuff really quick like 
The belt was already off before I knew this so yes I redid the timing.
