1G OEM Master/Slave Cylinder Adjustment Problem

I have a almost new OEM master and slave and the master is adjusted all the way out and the clutch seems a little notchy at times. I can't adjust it out anymore at all. I have bled it plenty of times also. When my builder put the tranny back in I told him to shim it because I was having this problem before when I got it put in new about 1,100 miles ago. The car shifts and doesn't grind, but why is it adjusted all the way out? Seems like it won't be able to self adjust and I'd also like to make sure I have a clean release.
 
Notchyness could be the tranny itself. Why is it adjusted all the way out? Did you check the pedal assembly? Could also be fork, pivot, flywheel step, clutch. A host of issues depending on what you have etc. No way to tell without objective data. If you can push the slave in by hand you'rd not over adjusted and the system will self adjust as clutch wears.

Is a Jacks 2.1 tranny(about 10,000 miles). I think its adjusted all the way out because of free play. Clutch pedal was checked and it fine. Its a new act streetlite flywheel, 2600 pressure plate, and 6 puck sprung disc. It is shimmed and the pivot ball and folk looks pretty good. I'm going to run out in a second and see if I can push in the slave by hand. My builder said it could be OEM master itself.
 
Pedal was checked how? Did you measure that new flywheel? Fork looks ok??? compared to what? Is there measureable wear on the fork and/or ball? "looks pretty good" tells us nothing.

I checked pedal by pushing it all the way down to the floor and letting it come up. Then I tried to lift it up some more by hand it didn't budge at all. The new flywheel was not measured. The fork didn't show abnormal wear(passes the eye test). They were not measured. I can push the slave in by hand(just checked that). I sat in the car with it off and I used my index and thumb to see if I could get it into gear without forcing and I can, but I did notice that to get into 1st the shifter had to be all the way over to the left for it to go in smoothly. Could it be something with the cables or base?
