OBDII Failing, but no codes: DSMChip

So, my car's like, a year and 2 months overdue. I've got a 95 EEPRom with 650cc injectors and a dsmchip chip. The battery was unplugged for 3 days, then I drove 250 miles. Took it in, and I'm failing the OBDII test, with no CEL's. It's not specifically saying what's wrong, it only says "Not Complete" for catalyst and a few other things?

Any ideas? I really don't want to have to pull the ECU and injectors just for an inspection. Thanks.

I live in MA and when you fail you get a print out and on the sheet it should say what you failed for. otherwise you would be totally lost on what needs to be fixed. look at the sheet and get your answer
 
Duh, I guess it does show which items are incomplete. Looking at that bulitin I see a couple things that may cause it. One of the tests requires the TPS to be at .5, mines misadjusted right now and comes in at 2% with no throttle. That was next on my list to fix. In any event, after reading about every one elses bad luck through my search (thanks for the term) I think I'm just going to swap out my 95 ECU for my stock 97 and swap my injectors (uhg).
 
So question, If I goto Mitsu to have them set the readiness monitors and have them do the inspection, will them reseting the monitors mess up the DSMChip? I would guess not, but I'd like to be sure.
 
I just realized I left this thread hanging out there with no solution. Figure I'll let everyone know what was going on so if anyone stumbles across this it will help them out.

The DSMChip has a feature on it that I use for "no lift to shift". You have to hook a wire up that is normally used by the ECU on an Automatic, but not on a manual. From extensive searching I found someone with a neon that had a wire (happened to be the same wire) shorted, and caused him not to pass inspection.

Disconnecting this wire from the clutch switch allowed me to pass inspection.
 
You shouldn't be held to OBD-II standards for a '95... The '95 DSMs don't fully comply (and don't have to, since OBD-II didn't start until '96)... The erroneous MIL error that caused some of the ECUs to be recalled does NOT include the '95s even though they're affected by it, since they don't have to meet OBD-II standards... :-(
 
The 95 ECU complys well enough to pass the OBDII tests. I have a 97 with a 95 ECU, and therefore must pass. I was just pointing out that while there are many posts out there for ECUs that have the readiness monitor problem, I actually lucked out in finding a solution to mine.
 
a 96+ car will not pass OBDII emissions test with a 95 ecu. It will always say incomplete, always. There are two solutions to this problem. One put in your old ecu and injectors and hope for the best. OR spend some more money and buy DSMlink, and a palm. Download the palm version of dsmlink, the palm version has a part where you can set it to a pass mode. Where it sets everything to ready, all codes off and so on. Works like a champ!
 
That is not true my car passes MA inspection last year with flying colors. everything was fine. so please don't spread bad information over the interent

Inspection or emissions? Inspection sure it will pass. Did they plug into the car and test every sensor for emssions? And if it passed did everything check out ok.

I know tons of cases where a 96+ car with a 95eprom ecu will not pass a OBDII emissions test. mine being one of them.

Please inform us more on your case.
