Boost, but no power?

Hey guys, my friend has a 92 AWD with a evo3 16, and evo manifold. Well the problem is that we went for a drive and you can here the turbo spooling but there is no power, and he has a stock BOV but you can still here it blow off, so we know it's building boost. And also after like 5000 rpm's it starts vibrating like crazy. So after taking it around the block for mabey ten minutes or less we get to his house and open the hood, the manifold and the o2 housing are glowing bright red. He also had his friend that hooked a logger to it and it said his timming was 10*. Were thinking that the vibration is the balance shafts, the reason it's glowing so fast is because his cat might be clogged, or some of the burning fuel is traveling out the exhaust becuase of off timing. Help us out guys.
 
When you check the timing with the car off/key on its at 10 degrees? I would cut the cat off/ get a new one, do a boost leak test, and get that base timing to 5 degrees.
 
Well the car was at idle when the timing was at 10*, and we already did a boost leak test and everything holds fine. Yea were gunna take my cat and hollow it out and put it on his car, only if open downpipe does anything.
 
any serious vibrations coming from the motor? I cant even count how many people call me on a day to day basis asking me to look at their car because it makes boost, but no power. It's 90% of the time they did a timing belt or had someone do a timing belt that did not understand how to put the Balance shafts in phase. not saying this is your problem but its possible. I actually had a customer once who brought me a car that he had taken to a shop paid about 5k to have it built and they didnt put the b-shaft in phase and he drove it for weeks without knowing what was up, i pulled the oil pan and the b-shaft had enlarged an oval like hole in the block, because it spun the bearing out. Pretty nasty if it's not taken care of. (he tried to sue them, and they just blamed it on "performance application" so depressing :barf:
 
Well yea the vibrations are coming from the engine, and he already ordered the emliminator kit, so we will check to see if everything is lined before we rip it apart. And I guess he would have to eliminate them anyway if they are not in phase and were an oval shaped.
 
I was having the exact same problem, my exhaust manifold was glowing bright red, felt boost but no power, my problem turned out that the fuel pressure regulator vaccum hose was disconnected somehow...re-connected/zip tied that son of a gun down and it fixed
 
If the balance shaft bearing has spun out, the eliminator kit will do you no good...
Once the bearing is spun out, the new bearing they give you will not hold and will not seal the oil from coming out of the hole behind the bearing. I had that same problem I ordered a cyclone motor from a performance shop a few years ago and as soon as i got it the balance shaft belt snapped and spun the bearing out of the block, and therefore my block was junk.
