Ok so I have put a new battery and alternator in. It will only produce 9 or less volts. The alternator is producing 14.2 volt. With the cable connected to the alternator it will only do 7 to 9 volts. I suck with electrical stuff, so any advice would be appreciated.
 
Have you made sure that all your cables are single pice from end to end , my cousin did a wire tuck on an old honda civic and to extend the alternator cable that goes to the fuse box he added a pice later down the line the pice came undone in the middle... from one day to another my car Wouldn't hold charge

For s**** and giggles why don't you run a cable direct to your fuse box just to see what happens
 
Kind of confusing.

Lets see, You said the alternator is charging, then, if you hook the cable?" to the alternator, then stops charging?...

With the car running, check how many volts shows at the alternator side Wire,
Then check the same wire at the other end (Fuse Box), and check if there is any difference in the volts, then check after the fuse box going to the battery and see how many volts you have there, don't forget to keep checking the volts differences, (write it down on a piece of paper).

What ever volts you see at the alternator, it needs to have ALMOST the same volts on all those areas, most of the time it gets just a little lower at the fuse box.

You can do some tricks to rule out the problem, Like adding ground to the alternator case with an extra wire from the alternator to the battery or frame.

Make sure you have good ground connection at the bell housing and at the firewall close of the battery.

Also, with the same extra wire, use it as a ground from the battery and touch several parts to see if there is any differences in the volts.

Make those test and report back with the volts you found on all 3 spots.
