(This happened about 3 weeks ago) i was out driving with some friends and went to the car wash, when i went to start the car again it would start then die. a friend of mine who used to drive an rx7 got in and manually idled it then it idled fine and i went home. the next day it would crank but not turn over so i did what you would do on most cars and check for air, fuel, spark, compression, ect...

i thought i had concluded it to be fuel because the car would start with starting fluid but then die so the first thing i check was if i was getting fuel to the rail. I did this by removing the line from the rail and trying to start the car. It filled up the cup so i knew my fuel pump was working fine

Then i had my friend come over to try and help my figure it out and we decided to start the car again with starting fluid my friend then manually idled the car ran fine (besides the cel) so we now think its the iacv. The new one arrived this morning and ive been trying to install it all day and i think i either bought the wrong part, im trying to put it in the wrong spot or something. So where i think the iacv is it seems to be just a flat metal plate and the harness is on the outside i took all of that off and just tried to install it and it doesnt even fit this is the part i ordered https://www.stockwiseauto.com/stand...control-valve?Year=1990&Make=Eagle&Model=Talo

i honestly dont know at this point. And just want my car runing again, any help is much appreciated.

Do note that at least for an initial trial, you don't actually have to remove the old and install the new sensor. Unplug the old and connect the new to the harness. The sensor will be reading approximately the same temperature whether it is installed or not while the engine is cool. Again, this is just a way to verify without doing a whole lot of extra leg work.

That's a great point. Just for test just plug it in and see what happens
 
It was the coolant temp sensor.
Okay, so that sounds like your old coolant temp sensor was shorted telling the ECU that the engine was very hot so only the bare minimum of fuel -- not enough to start an engine that's actually cold. That's consistent with it running once you used starting fluid to get it going.

Before completely walking away from this I'd test the old CTS with an ohmmeter. At room temp it ought to be 1000-2000 ohms or something like that and if it was 'the problem' then I'd expect it to be much less.

If any doubt after that test I'd inspect the connector and wiring. I've never had a coolant temp sensor failure on my several Mitsu fleet but I've had wiring and connector failures that looked like CTS failures, you bet. It's a hot location and those plastic connectors sometimes crumble.

The later cars with OBD II will set a code for a shorted sensor I believe but OBD I, no.
