No spark, bad CAS?

I just put a new head on my car and am trying to get it running. We were getting spark but it still wasn't starting, when all of a sudden we had no spark. I believe we stopped getting spark when we moved the CAS to change timing. The coil, wires, and plugs are good. There is continuity between the #4 terminal on the harness and ground, and I measured 4.97 V between the #1 terminal and ground. Could it be the CAS? I removed it from the car and didn't get any kind of readings when I turn it by hand. What goes wrong in them when they go bad? Thanks for any help.
