2G No instrument lights

Hi guys
Son has 98 gst blew fuse to main head lights then replaced fuse. Got head lights and instrument cluster gauges work just no instrument lights. Tried turning dimmer switch and looking for blown fuse under dash found nothing. Any suggestions this what interior fuse block looks like. Don’t have cover do not really sure of schematic on it.

Fuse is the 15A "Tail Lamp" in engine bay. Tail lights and side markers will also be out.

As I was reading the post I was thinking, “are the tail lights working?” Good call.
