No fuel no spark, new sensors galore...

Ok everyone, I am in the middle of getting my 1g engine rebuilt, buy I have decided to give my 2g tsi another shot. It has been sitting taking up space in my garage for about 2 years. If anything I just want to get it out, but would LOVE to drive it out.
I bought the car off a girl who's boyfriend dumped a ton of sugar in the tank. It Never has ran .It has a rebuilt 7bolt .20 over, New Cam Angle Sensor, Crank Angle Sensor, New fuel pump, new fuel filter, A ECU pulled from a buddies running 95tsi, All new timing components, New coil packs, tried transistor from buddies 95tsi, NEW MFI relay, Rebuilt head, FUEL TANK dropped cleaned and sealed, fuel lines flushed and i am positive it is in time. I can unplug the cam angle sensor an plug it back in and here the injectors pulse. When i try to start it, the motor turns over fine. The fuel pump doesnt kick on and there is no spark. I have hardwired the fuel pump, but still no spark. Any ideas would be appreciated, I have researched the HELL out of this and i know there are a ton of NO START threads./because i have read majority of them. Alot of people chime in and give advice, but most never say if the advice worked or not. I just wish it was some little stupid sensor that i dont know about. Or if you know a better way to troubleshoot it please....PLEASE.....let me know.

What year is the car? Just saying this because I thought there was a difference with the CAS between the 95 eproms and the 97-99 ecu's. I know with dsmlink I had to swap plug wires around and click the invert cas box.

It's a 95 tsi fwd. It has the CAS that is behind the timing gears. The ecu I tried in it was also from a 95 tsi fwd.

Hmmm... I can't think of anything else off the top of my head, its got to be something electrical. I would say double check voltage's to the cas and cps.
