New TSI owner with fuel issues

Hey yall i just bought a 95 TSI. Its got 58k on it. heres my issue and i have searched and couldnt find much

Its getting too much fuel and causing it to flood so it wont run. heres a list of whats been done to it

new timing belt
new MAP sensor
Timing is good
compression is good
timing is perfect
hooked up a computer for diagnostics and didnt throw any codes.

i had a guy tell me that the ECM relay is bad in it and should be replaced.

it also just had a new O2 sensor put in it by the guy i bought it from. heres what happened and started this issue. he put the new 02 sensor in it and drove it around that day. everything ran perfect. he turned it off when he got home and went to start it the next day and it wont. any ideas yall? does the ecm relay sound about right?

Well, first off, you need to check if you are getting spark to your cylinders. If not, then you have an ignition problem. Let us know.
 
ok so what will be the best way to test this>?

and say i am getting spark. anything else i need to check
 
ok so we got it runnin a lil better. now it will boost and rev to about 6k. the intercooler was completely screwed. so i put one off a 1st gen on it. now we are still gettin too much fuel. it wont idle it bogs and spits out alot of black and white smoke. we are thinkin Map sensor or maf. any idea
 
Well we got it fixed last night. we pulled the computer out and it had some yellowing on it. we replaced it and now it runs great.
