I got a new oil line and I ran into a problem the new one came with a 90% angle pipe that runs into this black round thing and it won’t tighten anymore it’s still loose I’m wondering what I can do to get past that

That's the oil pressure dummy light. You can remove it to finish tightening your 90* fitting. Make sure you angle it in such a way that it doesn't interfere with the oil pressure switch and the line coming off of it. Don't over tighten the oil pressure switch when reinstalling.
 
Unscrew it again and flip its position 180degrees before you screw it in again

Don't over tighten it, you risk cracking the housing where it mounts to the block
