2G New motor, wont run passed 3000rpm and lean

I have a 97 eclipse gsx.. My old motor crankwalked so i got a 96 motor and did the swap. Car wouldnt fire then i saw the inverted CAS problem and did some research about it and swapped my injector pins around and spark plug wires now it seems to be running on all 4 cylinders, but the tach keeps bouncing up and down and seems to be missing. Also my NGK wideband reads 16.00 which i know is too lean. I have a safc neo and tried to put more fuel into it but doesnt work. It kinda hesitates when i push the gas and wont go passed 3000 rpm.
Mods on car are:
Walbro 255
Automotive FPR
FIC 650 cc injectors brand new just put in
SAFC neo
evo 3 16g
ebay intake pipe
NGK wideband o2

The car has been sitting for 6 months so i put fuel stablizer in it and 2 more gallons of 93 octane gas. Fuel pressure says 37psi and 43psi with vaccum hose not attached. Just put in new plug wires and plugs, so its sparking good. Also after it warms up the idle goes from around 800 up to almost 2000rpm. When i floor it the afr goes to maybe 14.3 but its laggy up till 3000 rpm likes its missing a ton and the rpm gauge bounces around up to 3000. Im stuck and dont know what to do can someone please help me or let me know if they have had the same problems thanks.

If you used the cars original cas and ckp sensors then you won't need to swap any wires, and I would definitely start by chnaging out the old gas. Also I'm not exactly positive but you might need the original engines old cams to make sure the sensors work.

take your ecu out for a look. maybe its fryed. look for leaking caps or a crusty residue on it. my bets are on the ecu because i had a bad ecu and my car did the same exact thing as yours. i replaced it and it ran perfect.
