Wont build boost and runs super lean!

What's good guys? Ive got a friend of mine that has been running into an issue since he swapped out his ebay 16g to an evo3 this weekend. He said it won't build more than 5lbs and is running insanely lean (14.5/1) at WOT. Says he has done so many boost leak tests its ridiculous, holds pressure till 20+psi. He has run the car without wastegate hooked up and can only get 7-8psi out of it. Said he's pulled the O2 housing off to make sure ths wastegate is seating properly. I've told him to verify fuel pressure and make sure no exhaust leaks and he claims he has. I'm running out of culprits. Next guess would be ECU maybe? Any help is appreciated.

He says its a brand new turbo for FP. He bought it 3 years ago but never installed, just been in a box wrapped in plastic since.

has he tried running wastgate presure? running a hose from the boost source derectly to the wastegate. that has worked for me. give it a try and see what happens. good luck.

Any chance he stuffed a rag in the intercooler pipe and forgot to remove it? Seen that one before.

Haha funny you say that i did it before, except it was at the throttle body. Man i felt like a jackass when i pulled the TB elbow off

He said he did. Ill check with him to make sure he did it right. He lives out of state so its not like i can go help check it out.

RESOLVED: Turned out to be his injectors malfunctioning or clogged. Swapped in a new set of 550's and voila fixed. Thanks guys
