motor wont crank over

ok long story short got this 90 gs eclipse as a project. got the motor put in and everything hooked up correctly. issue was the starter would do nothing but grind the flywheel so replaced the flywheel still had the issue. took the timing belt off and can turn the crank no problem the cams spin no problem but once the timing belt is on you cant turn the cams or the crank any help would be great
 
just got done doing some furthurinspection. with the timing belt on you cant get the cams to move but the crank you can but it will jump teeth on the belt. with the timing belt off you can get the cams to turn and the crank to turn easily and its a 5spd and ive taken 3 starters back to autozone and even made clear to them tht i needed a fwd 5spd 1990 turbo eclipse starter idk what to think of the issue so i cant really help ppl too much on being very clear about things
 
is your flywheel on the right way??? i had a similar issue and my flywheel was backwards thus choping up my gears are your describing, but mine was a auto.
