new ecu buzzing non-stop?

i just bought a newly re-manufactured ecu because i was having a lot of trouble with my 95 eclipse gs n/t. (wasn't getting fuel to the injectors, wasn't getting spark, and before that the tranny wasn't shifting and got stuck in 2nd) Thought it was the ecu, so i took it to AutoZone, and ordered a new one. installled it and this one now buzzes non-stop (car on or off). any reason why it does this? i have been searching through forums like crazy for a solution.
 
Man did you open it up to see how's inside? if it has leaking caps or any other abnormality?
I don't really understand what you mean by buzzing but as far as i understand when something "buzz" like tv, PSU, motherboards it cause of leaking caps or overvoltage on the caps and is similar to a cricket sound.
 
You shouldnt have bought the ecu first. I would have checked the cam/crank sensors for damage or failure. What tests did you do to check fuel and spark?
