420A 2GNT ECU Buzzing?

i have a 95 eclipse with a 420A 5 speed when i turn the car off it makes a buzz sound coming from the ecu .. with i unplug the batt it goes away and when i plug it back in its stays off . i removed the ecu from the car and took a few pics can someone tell me what kind it is ? also could it be due to leaky caps ? last question is when i opened it , it looked like it was filled with a black rubbery stuff can i just rip that black rubber out ? or will that cause a problem ?

Yes blow or leaking capacitors would cause a buzz sound. Not sure about the black stuff. But I have read about blown or leaking capacitors making a buz sound. Good luck sounds like your going to need some.
 
Here is a pic of the black stuff i was talking about i just wanna know if its safe to remove it and if it is do i have to replace it ?

thats both sides i friend gave me a cap kit that he got awhile back but ended up selling his car before he got a chance to open his ecc thanks in advance if anyone can help
