I have a 94 Eagle Talon ES and I was wondering if it is worth putting money into it to make it look nice and make it go fast hopefully get it to do high 12 or low 13's on the quarter. Or should I try and get a 95 Talon and fiddle with that. Which one is easier to work with and which one can I make go faster?

A car equipped with a turbo from the factory will be the fastest choice. ESI's in our generation (1st) aren't worth much, but TSI's are worth only slightly more, and are more fun stock.

If you have the 4G63 engine you could easily turbo that and then you could maybe reach your goals.

cost wise it would be cheaper to sell your car and buy a turbo talon or eclipse. If you get a 90-94 it will be cheaper to reach your goals since they have a 14b and is capable of 12s 13s. 95-99 eclipse/talon turbos will cost more for the car and to reach your goal you'll have to put a bigger turbo in them to replace the t25
