Need help understanding a/c gauge readings

I borrowed a gauge set from Autozone to test on my 1996 gs-t. My compressor won't kick on anymore, so I was guessing low on freon. Anyways, I hooked the gauges up while the car was off. My low side was at 11 and my high side was at 20. The gauges never changed one bit after I started the car up and jumped the compressor. I know that it's low on freon but is the high side supposed to be that low? What does that mean?
 
A normal reading would be 30 psi on the low side and 200 on the high as it is running,and I would recomend serviceing the sys with a parts and then filling it with compressed nitrogen and leak dye to check the sys before filling it with 134A
