lowering springs

I have 17" rims for my 96 eclipse rs. I was wondering if i should lower my car or not. Need help hah.

You should looks way better.
You really need to change the shocks too, OEM shocks aren't made for lowering springs.
They will blow out.

If you don't want wheel gap then yes, lower the car...

I would go for H&R lowering springs best I ever had and look and feels great... Shocks I would go for the KYB adjustable..

I ran KYB adjustables and intrax springs for my first 1G.. the ride didnt bother me at all and looked good with the 17C5's on it

I have already searched for you. the general consensus is koni yellow struts, with Ground control springs for best budget performance combo ~$1000 without anti camber kits (factor in another 100-200 for that.)

Since koni yellows are rare now... KYB are next up.

And if you want it all done for you, and dont really care about performance, (will better than factory at least, not much else) go for coilovers like megan racing or tien or similar $1000 ish. or go used.
