Im putting on the lower timing belt cover and the stupid rubber seal that runs around the edge does not want to stay put.

Is it ok to install without the seal?

It seems to me that if its so loose its more of a danger to get caught in the timing belt.

It's not ok to put it on without the seal. That seal keeps moister and dirt out of the lower timing section. If your not going to put the seal in, why bother putting the cover on either?
