Low Oil pressure after rebuild

I got this car from this guy, and he just rebuilt this car. I don't know what the hell he did, but he told me it has low oil pressure and the lifters sound like hell. Now when I did my lifters on my DSM same thing happened but the sound went away. Now I'm hoping he just didn't prime the liffters, because he said it ran for a little bit but he just turned it off and gave up. Now what else could this be? I don't know how he did the rebuild and timing belt but I would like some ideas. Thanks

do you know if he did the balance shaft removal when he rebuilt the motor.

As far as I know he didn't do it. Also this car is a 90 TSi AWD it's not my 91.
