Leaking internal wastegate.

So I finished putting my car together and started to tune it only to realized that my wastegate is leaking. I have a forced performance turbo with internal wastegate. I took off the o2 housing and held it shut by hand, it still leaks. Is there anyway to fix this. My ideas are.
1. New turbo
2. Block off wastegate at o2 housing and buy either a new or used external wastegate and manifold. I have brand new forced performance manifold on it now
3. Used turbo.
Any help or suggestions will be apreciated
 
Are you saying that the flapper isn't seating correctly? Why would you buy a new turbo? If the flapper is distorted somehow, replace it. If the WG isn't functioning properly, replace it. If the WG isn't snapping shut enough, put a couple washers under the mounting bolts. If somehow the hole for the flapper on the housing is distorted, replace the housing. Of course you can either weld the flapper shut or buy an O2 housing with a block off plate and go ewg but why bother if you have a new manifold.
It's not a T25 for Christ's sake,it's an FP so it's worth fixing, unless there's more damage you're not mentioning.
 
I cant tell of the flapper is distorted I know it's blowing by it. There is a nice warn ring around where flapper shuts I can't upload a pic because file is to large. So I'm thinking it's a housing do i buy that from forced performance or a used one?. I've already spent alot and don't want to spend 500 then have to spend another 1700 for a new turbo it's a precison turbo no fp sorry I have fp maniford

What turbo are we talking about here?

The internally-gated FP DSM turbos which have a downfiring cover (Green, Red, Black) do not have a pin to keep the compressor housing from rotating like the stock turbos do so it's common for the cover to rotate downward under the weight of the lower intercooler pipe. FP could solve this simply by putting a locating pin in the cover...I do it to every internally-gated FP turbo I receive for repair.
