Just rebuilt now problem

I just rebuilt my motor with 8.8 pistons. Now I have a surging problem at idle and even at a steady higher rpm in neutral. Wondering possiable causes of this and how I can fix it. Anyone else have this problem? It's driving me insane. If I install a greddy e-manage can I use that to fix the problem? Any help would be nice.
