you can see my lines are going from the turbo, to the BCS but tee'd into the wastegate?

is this right? maybe this is why im running only 10lbs of boost?

i though one line should go from the turbo to BCS, and one line from WG to BCS?

Thats how it should be. Now if you run a MBC you wont even need the BCS. Just tee the boost controller between the turbo and wastegate.
