Is this a possible when the exhaust housing is machined .010 to big?

I have a small 16g and the exhaust housing on the turbo is a slightly bigger then the fan by 10 thousands. I was wondering could this be my problem that when i set me electronic boost controller to 1.5 bar it only boost to 19 psi. I still have the stock downpipe on right now I will be putting on the n1 next week but would this make my boost controller accurate? I talked to the guys at forced performance and they said that when the exhaust fan heats up that it will expand and put it into tolerances. Thanks, Jason

isnt 1.5 bar 19 psi anyways? 1 bar is 14.4 psi and 2 bar is 28.8, the middle(as in 1.5) is around 20-22 psi. add more boost in the ebc and see if that changes at all.
