A boost controller does not just "give you" an extra amount of boost. If the controller is left wide open, you won't create any additional boost over the wastegate pressure.
 
I have a Hallman boost controller and can set it to get more than 5psi from the stock wastegate. I do not believe the hbc has a "max" psi limit. There's something wrong with your setup. More than likely an internal exhaust leak from your turbo. U should test your wastegate out of your car and make the necessary adjustments.

If my internal wastegate is set to open at 18 lbs and I add a hallman. I'm giving myself an addition 5psi. Isn't this how this works. So when 18psi is reached the flapper opens and dumps exhaust to maintain that boost pressure. This is why external wastegate Are better for lower boost levels because they are more sensitive at lower boost levels? What am I missing ?

You have that correct...you're not brain dead...your just stuck. You'll get past it, just gotta find the problem. :)

With my Hallman i was getting an additional 11 psi with it 3/4 of the way turned in...but maybe mine had different springs in the hallman. As @boostdawd said there is no really max on it...I mean there is only so much you can do with them which is why if you want big boost levels you really can only use electronically controlled solenoids.

I wouldn't say externals are better or worse than internals. They both work on the same principle. You could make you're internal more sensitive to lower boost pressures by putting a weaker sping in it (not possible as they are factory sealed) and you can make your external less sensitive to lower boost by putting a stiffer spring in. They are just different flavours of the same cake.

This is where I would start if I were you. Check that list I made...i have had a leak at all those points at some time in my cars life. The rubber parts on these cars are 20 years old at this point....dry rot happens due to exposure to oxygen so when she goes she goes. It may not be anything you did or didnt do...the rubber is just starting to give up.

It's all good man. Don't mind helping at all as I have taken a lot from this community over the last 6 years and I figured it's time I start giving back. :)

I just went through setting all this IR BCS stuff up over the last month so I went through some of this too. It drives you crazy until you find that one thing you were missing and then it just seems so obvious to you afterwards. An "AH-HAA" moment is around the corner man. Hang in there. :D
 
The purpose of the external gate is to provide a larger hole for exhaust gases to exit through. The larger the hole (TIAL 38mm<TIAL 44mm) the better the boost control you have. They also tend to purge exhaust to the atmosphere (dump tube) instead of through the exhaust (like your car) and that can help with boost control too.
 
Did you even verify the IR solenoid is working?
 
With a Hallman added or any mbc Even ebc, you should be able to double boost. So if your wastegate hits 10psi alone it should be able to hit 20psi with a mbc/ebc. Anymore and it can be to much for the internal gate to handle. So since yours is adjustable you want it as tight as possible for a higher baseline. Then when you add a mbc or ebc you should be able to hold higher boost easier. I'm also running the ecmlink setup with my 14b and can easily max it out. And that's with a 7-8psi wastgate acuator.
 
I haven't verified that it is working, Ive been doing some more reading on the boost pressure issue, ive read on other forums that people have had similar issues with the fp green internal wastegate. That even when preloaded the exhaust pressure was enough to blow open the flapper. I don't know how accurate this is however I will be at the shop on Tuesday and im gunna test the system for boost leaks again and go from there. I was looking at my log and I was hitting a max of 20.8 psi with the wastegate preloaded all the way and the hallman turned in almost fully. When I remove the hallman im getting 16-17 psi. The boost never creeps and holds to redline. With or without the hallman.

i wouldnt say switching, i purchased the black because i want a turbo capable of more airflow once the block is ready. But yes I have a black on the way and a 02 housing with tial mvr
 
I might sell the green, I called fp and they wouldnt sell a turbine housing they told me for 50 bucks they would weld shut the wastegate arm hole. I dont want to modify the turbo like that.
 
So tmrw i will be going to the shop and boost leak testing the system and I will be removing the green and the jmfab recirculated housing. I purchased the fp black with jm fab recirculated 02 housing with the mvr like I said.

Is that with or without the oil line . So today I got to the shop..... Holy freaking boost leAk..... The boost drops immediately, wouldn't even hold pressure. I just installed a jmfab race manifold with a heat spacer gasket. I don't think it's sealing very well. I'm gunna install a factory gasket and see if it makes it better.
 
I wasn't aware I had to plug the egr port on the head. I'm aware that the exhaust can burn the gasket. I'm going to go back to an oem gasket.
 
No he means , the port on the head, because hot exhaust gas can eat through the gasket. You need to tAp the head or block the port inside the head.
