Idle issues...and suggestions?

Ok so I just got done fixing some boost leaks on my car and decided to focus on the high idle issues. I tested the tps and it checked out ok. Then I got curious about my closed idle switch. I found out it wasn't even making contact with the throttle. I adjusted it so it was, fired up my car then it decides to fluctuate rpms between 1000 and 1500...that's cool. So I disconnected the wire to it and it resumes its "normal" idle around 1800. Plug it back in and it starts fluctuating. Any ideas on what's going on? Oh and I should mention how this car idles. It likes to stay right between 1800 and 2200 and if I get on boost and let it idle right after, the car nearly stalls out. Occasionally I will get lucky and it will idle smoothly at 1000. And yes I just tried adjusting my BISS but low and behold, the adjusting screw is already bottomed out. If I loosen it the rpms go up. Anything else I can test so I can get some insight into what the problem might be?
 
I know you said you already fixed some boost leaks but the fact that you said normally it always idles around 2000rpm sti makes me think it could be a vacuum leak. I wish I could tell you more about the closed idle switch but that's not exactly my department.
