What is the reason for the idle going up?

Because turning the wheels and using the power steering pump puts a higher load on the engine. Increasing the idle when it sees higher pressure at the pump makes sure that A) keeps a constant idle speed. B) Doesn't die when you have all your accessories going. Something like running the ac to defrost your windshield, while jamming out to the radio, while defrosting your rear window, while rolling down a your driver's side window, right before you light your cigarette from your cig lighter. Oh yea and this is at night and it's snowing, so your lights, fog lights and all your wipers are on. Then you go to turn into the drive thru.
