How to adjust throttle cables on cruise control?

Ok so I took the cable out of the cruise control box going to the TB and I have no idea which pulley/slot to put it back in. Also have no clue how to adjust the cables once there in the slots.

How the hell do you properly install/adjust these cables? All i've gathered from searching is using the two nuts on the end of the cable to adjust it but it isnt making the cable anymore tighter. 1 of the nuts spins freely and the other is extremely tight. Have no idea how to do this....

Edit: Really dont care to get the CC itself working just want it to function enough to drive the car. Also please don't suggest a non CC cable, don't have the funds for it.
 
those two 10mm bolts are on a sliding plate that either tighten or loosen the throttle cable.

1. loosen each one of those bolts. After each one is loosened, you should be able to slide the plate the holds the cable in place back and fourth.
2. slide it back a little where you can feel the slack of the throttle cable get smaller and smaller.
3. tighten them up to i believe its 3.5 lbs.
4 .feel the slack of your gas pedal. it should be a lot tighter.
5. keep doing this to make all the necessary adjustments until you get it just right.

Note: dont tighten the throttle cable to much though or else your throttle plate wont close all the way and you dont wanna be racing in idle LOL.
