Is normal or abnormal up and down play on a evo3 16g? There is no in and out play. Less than 3 notebook paper thickness clearance between the turbine and the housing when pushed down.

Yeah that looks pretty close to the housing.

I guess you could use it and keep and eye on it making sure it doesn't rub.
 
Like Jus said,axial play is what kills turbos. If you find ANY in-out play, rebuild it. For now you are fine. As long as there is clearance with the housing, it's not an issue. The oil pressure should keep that centered just fine in the journal. You could always rebuild it if you're uncomfortable. Oh, and THIS is what too much radial play looks like:
