How loud can injectors get? bad ISC?

My car has this very vivid tick to it that i was told by the previous owner was lifter tick, but it doesnt sound like its coming from the valve cover completely, almost sounds like its coming from behind it where the injectors are.

I pulled the injector plug on the injector nearest the front of the motor (drivers side) and fired it up, of course it ran like ass but the the tick wasnt really there, so i plugged everything back in and started it, still nothing there just a little "normal" lifter tick noise. shut it down came inside and went back out about 10-15 minutes later and fired it up, it was back again.

Also im having a surging idle issue and i pulled the plug on the ISC and nothing and the idle stayed the same, does that mean the ISC is bad?

injectors- get a mechanic's stethescope ($7 harbor freight) and sound out each injector with motor running. You'll know if they are ticking or not. They should be ticking. If any of them arent ticking, there is a problem.

ISC- if u are still surging with ISC plug pulled, its something else. It may be high or low idle, but it shouldnt surge with ISC pulled. If it only surges with ISC plugged in, it COULD be your ISC, but it may also be your ECU if it has sustained damage from an already bad ISC.
 
Have you turned the ignition on without starting and let it sit for a second. The injectors should start to tick a little but not that loud. Use a stechoscope like he said but be carefull because lifter tick can easily be heard there also.
 
the ECU was replaced with a different one because the original went bad

Ive been drving it all day and after it got warmed up this last time, it was sitting and idling for about 10-15 minutes, the idle was at around 1K i put it in reverse, backed out, put it in drive (its been shifting really hard lately) and drove it about 50 feet and put it in park to talk with someone and the idle jumped and bounced between 2K-2300 it wouldnt kick down, every couple of minutes it acted like it wanted to drop to a lower RPM but it would just jump right back up. the tick wasnt as bad, it was still there just not as vivid

in grear the idles about 800-900 and rough
