how do you set a thermostat the proper way?

hey guys, i looked through the forums but did not find the answer i wanted.
on the pic , the thermostat is the old one but there is suppose to be a jiggle valve.
i just need to know what way to point the jiggle valve to.

Point the jiggle valve straight up, aligned with the mark on the thermostat housing

it sitrs flat, should it be pointing to the front bumper or the firewall?
