Hello,
It is me again now with a functioning 1G 1.8 1990 Eclipse revived after 21 years :D

I have noticed something tho.
Whilst I am driving or moving I should say, and if the clutch is pressed in, the rpms do not fall down to the idle 800 but stay at around 1480. Immediately after I stop at lets say a red light the rpms still hang at about the 1480 rpms for about 2 seconds, after that they drop to the normal idle of 800 rpms.
The problem is always present when I am driving warmth of the engine does not affect it.
Is this normal for the old 1G's?

The quick answer is no, this is not normal for any car. I assume that the idle is normal (~800) until you step on the gas. If this is the only problem you are experiencing, most likely you have a throttle plate return issue - there is something preventing the throttle plate from fully returning to the idle position. I would take the snorkel off the throttle body and spray some throttle body cleaner on a lint free rag (good quality shop rag) then manually clean the throttle plate edges and the inside surface of the tb. Do this until a rag come back clean, then reassemble and check the issue again to see if that fixed it.

If that doesn't take care of the problem, the tb might have to be rebuilt. The orings and mechanism might be hanging you up.
 
Hey, thanks for the answer. The throttle body has been cleaned and rebuilt already but the issue still persists. There is no vacuum leaks as far as I know. I assume it could be my IAC but I can't find a reason as to why.
The problem comes up when the car is not stationary. If I rev it up when it is stationary it returns back to ~800 rpms. The rpms don't fall under ~1400 when I move it even if it is just a inch. I have tried resetting both the idle screws (fixed and idle adjusting) with the help of the DSM manual but to no luck.

Attached is the picture of the side view of my throttle body. It is the old one with the big motor IAC and the old TPS
