High idle when cold

for some reason when I start my car when the engine is cold, it idles at 2500rpm a couple seconds after I start it but once the engine is warm it idles at like 1-1500rpm. Is this normal? Its been doing this ever since I got my jdm motor put in
 
The idle habit sounds normal. When your engine is completely warmed up, turn off ALL accessories and adjust your BISS screw to around 750-800 rpms.

Not really, there's usually always a film of oil there no matter what, I just wouldn't recommend driving hard until the engine is at full operating temperature.

Not really a choke, it's an automatic fuel enrichment. Do a search for the "Fast Idle Air Valve" and it should explain a little more.
