Low idle when cold, high idle when hot

When it's cold out I can't even hold and idle with out giving it gas all the time. In DSMLINK, i have it set to 850 idle (though no matter what i make it, it hardly changes.) As soon the engine is hot, the idle will shoot to 1100-1400 RPM. Is this a sign of a bad idle control motor, or could it be somthing else before I replace it. It's really pissing me off cause I get like 20 deg base timing when the idle is high, and my timing curve is all messed up as soon as the car fully warms up.

It could be something as simple as a vacuum leak. Start with the simple stuff first when narrowing down a problem like this.
