High idle when clutch is pressed

This only happens when the car is in motion and I push the clutch in. It likes to sit at 2k rpm. Occasionally it surges between 1700 and 2200. I noticed that this only happens once the car is in motion. If I start the car and let the choke cut off, then it idles at 750 rpm, just like it should. I'm not sure why being in motion makes a difference?

I just installed a new throttle body with new tps and new iac sensors, and I hoped it would fix the issue, but it only made it worse! Does the iac need adjustment? Or what else could it be?
 
I had to unscrew the IAC tip about 3 turns and that really let it idle down. It still sits above 1k when in motion, but it is much better than before.
