Car started to feel like it was running on 3 cylinders. exhaust sounded like a Subaru. looked under the hood and found this wire not connected to anything. It was just laying on one of my intake runners.
If you could post a picture of where it bolts on that would help a lot..

If I am not mistaken that is the noise filter that has more to do with keeping engine noise from coming through the speakers in your car, I don’t think it will help much with the ignition problem. But as far as where it goes just find a bolt somewhere on the manifold, loosen it up, slide it under the bolt head and tighten it down.... as long as it is grounded to the engine.
 
More than likely... no.

Have you checked the resistance of your spark plug wires and coil pack?
Check you plugs to see if they are soaked in fuel from a stuck injector?
Are you getting spark on all 4 cylinders?
Getting a signal to the injectors on all 4 cylinders?

yup your right.. didn't fix it. I sarted it today and my air\fuel gauge is reading that its running super rich. And the soaked sparked plugs confirmed it. I'm leaning towards a stuck open injector. For some reason while driving it will stop vibrating and the air\fuel gauge will go back to a normal mix and run fine. But as soon as I come to a stop it starts all over again.
 
Are they stock injectors? Are there any fuel tuning mods done?

Check that you're getting spark on all 4 cylinders. If you aren't getting spark, you could have gas on the plug from that.

There 1450cc injectors (I know need to fill out my profile) engine was rebuilt with forged intaernals. Dyno tuned running off the flashable 98-99 ecu. Running 91oct for the break-in then swithcing to E-85. That's why I have the big injectors. Yes I'm getting spark on all 4

I just don't know why sometimes while driving it will out of no where run fine. But then run like crap 20 seconds later??
 
That's a capacitor. IIRC it's for the coil packs. Just extend the wire and bolt it to your firewall, so you don't have to drill the manifold.

Getting warmer. Its a noise canceler. It does other things than keep static out of your speakers. It keeps noise out your electrical wiring. Noise can affect signals from sensors and interfere with various electrical operation.

attach it to your engine. If not, you can get interference in your ignition and other systems causing hesitation and other things.
