Help Possible Boost Leak???

Alright, I switched boost controlers to see if the old one was shot, not that. I have tightened everything down with the exception of the TB & TB elbow. I have not done a boost leak but I have always checked every thing every few months. Anyways the car will build boost to 21psi then fall off to 14 by redline. never used to do this. Now in 3rd or 4th gear if you go wot at like 2500 rpms it will build to 21psi, drop to 14psi and then creep back to 17. I have never had this happen and am unsure where to look. May have to put it in the shop. Any help is greatly appricated and sorry for the long post! also does anyone think that the stock clutch could be slipping causing this to happen? It has 95K miles on it. No real hard launches but alot of WOT pulls. I did a log of speed and rpms to post if it helps.

Do a real leak test rather than just tightening clamps and bolts. I would look around the lines for the boost controller and wastegate and see if there are any holes or cuts in the lines. To see if the clutch is slipping, put the car in 5th gear around 1000 rpm and floor it. If the rpms just up but the car doesn't go faster, then it's slipping.
 
I have did boost leak test in the past and have never had a problem. I gave a buddy my tester and he passed away so I cant ask for it back. LOL! I work at a dodge dealership, they would do it for free but I dont know if a dealer has a way to test for boost leaks? Also Ill do a 5th gear pull and see what happens.
