To answer your question about building one from a 4 wire USB, the answer is no. I just recently tried making one like that with a 4 wire. If you look at the data sheet (which I failed to do before building mine) in the writeup about that cable you will see that is has a chip in it. This is to convert the signal from RS-232 (Serial) to USB. Without that chip I am pretty sure a standard 4 wire will not work. Another possible solution would be to create the cable out of a serial cable, then get a serial to USB converter that plugs into your computer.

As far as yours not working goes, do you have the drivers installed for the cable? Most of the time when a computer wont recognize something its usually a driver issue.

i cant get my laptop to recognize the wire when i plug it in im not sure what im doing wrong. if someone could help me i would really appreciate it.

also can i use a 4 pin usb cable to make it?

You must use a FTDI based USB to RS232 adapter. It's not just a simple USB cable with the end cut off. The FTDI chip inside speaks the USB protocol and outputs a RS232 signal that the other parts shape into something the car understands at the right data rate for a 1G ECU.
