Heater Fan Circuit Problem

Well last summer a week before I put my car away for the winter, it rained. So I had to defrost my window. Long story short, the heater fan came on strong and then slowly died out until it wasn't turning anymore.

Fast forward to today. I see the fuse panel is a mangled mess. The three circled circuits in my picture provided were a mess. The bottom right hand one is melted beyond comprehension and the top one started to fuse itself to the curcuit board. The one to the left of the bottom one was totally fused to the circuit board. Please note that all the fuses were used correctly at the right amperage.

So I check the fuse diagram on the fuse panel cover. The top one is "Heater Relay." The bottom right is "Heater." The bottom left is nothing, blank, nadda.

So I put a new panel in but before this one melts too, I have some "Electrical Dummy" questions.

1. Why wouldn't the fuses have blown? Why would they just heat up and not pop and save my panel?

2. What could cause such a mess to the heater circuits?

3. Why would the blank one have a fuse and have that fuse be melted?
