Heater/Fan Problem

I've been trying to find something about this searching online, but I havent been able to, so maybe someone can help. Maybe someone knows... My fan knob, the I and II dont work... It only kicks in when i put it on III or IV. I'm thinking maybe its a relay... Does anyone know what it possibly is? Thanks.
