Headlights: Swap High & Low Beams?

I bought my car a few months ago. It's a 1998 GS-T Eclipse.
The owner said it had Xenon headlamps, but it's obvious that the low beams are normal.

However, when I hit the brights, they're much whiter, with a cool blue feel- xenons?

My question is, can I safely swap the physical bulbs for the high beams into the low beam sockets? How do you do this? Is this completely stupid?

Yeah you can do it on that model, the only difference between the bright headlight and the low beam is the fact that there is a silver "dome" in front of the low beam which deflects all the light backwards into the headlight housing and spreads it out before the light goes out in front of the vehicle. The high beam bulb is completely visible and its a straight shot to outside the car.
 
Any how-to's on swapping these out? Or just a how to on replacing the lamps?

Or should I have a dealer/shop do it?
