Headlight and Taillights always on with the key off. Electrical genius needed

I have a 92 talon and I'm having some electrical issues. The headlights and tail lights always stay on. Even if the key is out. I have checked fuses, relays, and grounds and still can't figure it out. I even unplugged the two plugs under the dash that have the wiring for ignition and the light switch. Lights still stay on. The only way to get them to shut off is to pull the relays or fuses. The car does not have daylight running lights. I measured the voltage in the base of the relay socket and there are 2 terminals that have 12v going to them. Both the headlight and tail light sockets are like that. Once you put relay back in you can here it click then the lights come on. I really don't know what else to do. Any help is appreciated. Thanks.
 
Headlights are not on the key. Their relay is controlled by the column switch (or theft alarm). The small all red wire on the relay is being grounded somewhere - probably the column switch (or perhaps the theft alarm).

Doesnt flash just stays lit up. Not sure what else to try. I also had problems with the diagnostic port not having a ground. I couldn't get ecmlink to connect. I spliced number 12 pin and connected it to a ground and it worked. According to this picture it looks like the black wire from the diagnostic port goes to junction box and then from there it gets grounded to ground location 8. Well its not making it number 8.

For the left turn signal always on try changing the turn signal bulbs (front and rear).

Keeping pin 12 spiced to ground is good. Does your speedo work?
 
Not sure if it works. Just did a complete rebuild of motor. It worked before I pulled the motor and I havent started the car since. Trying to get everything in working order before I start it. I'll check bulb on turn signal after i'm off work. Thanks again for the help.

The headlight relay is activated by the column switch grounding the relay's red wire (p.8-213). Since you say you replaced the column switch as well as the lights stay on even with the column switch unplugged, that red wire (going from the column switch to the headlight relay) must be shorting to ground somewhere. If you can't find it, just run a new wire.

BTW grounding point 8 is shown on p.8-5. Check it for poor connections.
 
Trace your head light wires and look for damage. Could have damaged one when installing the new motor by the sounds of it. Can't see them not shutting off just because of an engine swap.
 
I got this fixed. I ended up unhooking all the plugs on junction block and unhooking all grounds. Then I started hooking everything up one at a time and everything started working again. I'm guessing bad ground?? I don't know. Thanks for the help though.
