ya there legal, i have HIDs and ive never gotten pulled over

i mean ya they can cause it is aftermarket but most likely they wont

i bought the ones off ebay and they work just fine for me and ive never been pulled over. (i use to drive from fredericksburg to richmond 5 days a week.
